National Assembly Ends the Work of the Extraordinary Session

On June 22 the RA National Assembly continued the work of the extraordinary session. The parliament passed in the first reading the package of the draft laws “On Amending the RA Law on Licensing” and “On Amending the RA Law on State Registration of the Rights Towards the Property.”

The deputies continued the exchange of thoughts over the draft laws “On Amending the RA Law on Patent Payments,” “On Amending the RA Law on Provision of Security of Road Traffic,” “On Amending the RA Law on Organization and Holding of the RA Check-ups” which was interrupted on the previous day.

Mher Shahgeldyan expressed the view of the Rule of Law faction on the issue under debate.

After the end of the debate the package was passed in the first reading.

The National Assembly debated in the first reading the RA draft law “On Amending the RA Law on State Duty” which presented RA Minister of Finance Vache Gabrielyan.

Vardan Ayvazyan submitted the endorsement of the NA Standing Committee on Economic Affairs on the bill.

Andranik Andreasyan, Chairman of the State Committee of Water Management of RA Ministry of Territorial Management, in the first reading submitted to the parliament the legislative package “On Amending the RA Law on Lake Sevan,” “On Amending the RA Law on Approving the Annual and Complex Programmes of the Events of Restoration of Eco-System, Maintenance, Reproduction and Use of Lake Sevan.”

Samvel Balasanyan, Chairman of the NA Standing Committee on Agriculture and Environment presented the endorsement of the Committee on the package.

The political forces of the parliament presented views after the deputies’ speeches on the issue under the debate.

Rubik Hakobyan presented the view of the Heritage faction. The deputy called on those present to vote against the package of bills and urgently get engaged with the issue of Lake Sevan.

Presenting the negative view of the ANC faction Hrant Bagratyan also called on to vote against it.

In the name of the RPA faction Vardan Ayvazyan delivered a speech. He said that the RPA would vote for the package of bills.

Samvel Balasanyan presented the view of the PAP faction. He proposed to create a sub-committee for thoroughly studying the issue under debate and organize parliamentary hearings. Samvel Balasanyan noted that the PAP would vote for the package of bills.

In his concluding speech Andranik Andreasyan thanked the National Assembly for concerning and debates and urged to approve the package of bills.

Votes were held after the end of the issue under debate.

The deputies passed in the first reading the RA draft law “On Amending the State Duty,” the legislative package “On Amending the RA Law on Lake Sevan,” “On Amending the RA Law on Approving the Annual and Complex Programmes of the Events of Restoration of Eco-System, Maintenance, Reproduction and Use of Lake Sevan.”

Andranik Andreasyan, Chairman of the State Committee of Water Management of RA Ministry of Territorial Management, submitted to the parliament the credit agreement “Additional Financing of the Water Supply and Water Removing Sector Programme” signed between the Republic of Armenia and Asian Development Bank on May 3, 2012.

Artak Zakaryan, Chairman of the NA Standing Committee on Foreign Relations amd Gagik Minasyan, Chairman of the NA Standing Committee Financial-Credit and Budgetary Affairs presented the endorsements on the issue under debate.

Vahan Babayan presented the view of the PAP faction, saying that the faction decided to vote for the credit agreement.

The National Assembly debated in the second reading and passed by voting the bills included in the agenda of the session and ratified the credit agreement “Additional Financing of the Water Supply and Water Removing Sector Programme.”

The National Assembly exhausted the agenda items and ended the work of the extraordinary session.
